Learning to swim is more than a recreational activity; it's a life-saving skill. Recognizing the importance of water safety and accessibility, the Surrey City Council has approved a motion directing staff to develop a program that would provide free introductory swimming lessons for children ages 3 to 12.
The initiative received unanimous support from the Council on May 25, 2026, and is aimed at removing financial barriers that may prevent families from enrolling their children in swimming lessons. The proposed program has a target launch date of July 1, 2026, although staff are still working through implementation details.
Mayor Brenda Locke described the initiative as an investment in both child safety and community well-being. With Surrey's growing population and increasing access to pools, lakes, beaches, and recreational water facilities, ensuring children have basic swimming skills has become an important public safety objective.
The program is expected to cover the first three levels of the City's Swim for Life instructional program, helping children build confidence in the water while learning essential safety and swimming techniques. By focusing on beginner-level instruction, the City hopes to provide more children with the opportunity to gain foundational water skills regardless of family income.
Why the Program Matters
Drowning remains one of the leading causes of preventable injury-related deaths among children. Early swimming instruction can help children become more comfortable around water, develop survival skills, and gain confidence that may benefit them for years to come.
The City also recognizes that the cost of lessons can be a challenge for some households. By reducing or eliminating those financial barriers, more children may be able to participate in programs that support both safety and healthy physical activity.
Registration Details Coming Soon
As of June 2026, Surrey staff are still finalizing implementation details, including registration procedures, instructor availability, program capacity, operational requirements, and budget considerations.
The City has not yet released official registration dates, eligibility requirements, residency verification rules, or participation limits. Families interested in the program are encouraged to monitor Surrey's recreation website and future City announcements for updates as the target launch date approaches.
Will the Program Continue Long-Term?
At this time, the City has not announced an end date for the initiative. Council has directed staff to explore implementation and report back on program requirements. Future expansion, continuation, or funding decisions will likely depend on participation levels, operational capacity, and future Council decisions.
If successfully implemented, the initiative could help thousands of Surrey children gain access to life-saving water skills while easing financial pressures on local families. For many parents, that could make a significant difference, not only this summer, but for years to come.
